Roseau County Mugshot Records
A booking photograph documents appearance during the booking process. It is an arrest-related record, not a finding about guilt and not proof of a later release. The photo remains tied to the original Roseau County booking even after the person leaves the current-inmate list. Minnesota Statutes §13.82, subdivision 26 classifies a booking photograph as public data. The same provision allows temporary withholding when access would adversely affect an active investigation. Public status does not require Roseau County to post a gallery or keep photos online forever. Juvenile data, sealed material, and other protected information can also be governed by separate rules.
The photograph and the release record answer different questions. A Roseau County mugshot identifies an image from booking. The release record states when local custody ended, the legal basis, and whether another agency received the person. Request both records when the image must be matched to a confirmed custody event.
Find Roseau County Released Mugshots
Roseau County has fewer official image channels than counties with searchable booking databases. The current roster is a text PDF, and no official sheriff app or released-person gallery was found. A booking-specific county request is therefore the strongest local route. State corrections and official news images apply only in narrower situations.

VINE has a different job. It provides county custody and status notifications, not a permanent Roseau County photo archive. Likewise, the 24-hour release process concerns recent discharge events. Why Roseau Mugshots Are Not Online
The official Roseau County Inmate List gateway embeds a file named CurrentInmateList.pdf. It has no released tab, image archive, 24-hour selector, or 72-hour selector. The reviewed field inventory lists jail ID, name, SID number, attorney, booking date, release-date placeholder, age, arresting agency, charges, court, current disposition, and bail. No photo field was verified. No official Roseau County Sheriff mobile app with a booking-photo or recent-release function appeared in the county site, app-store sweep, or official social links. The county's social presence is not a structured booking record. An unofficial roster app should not be presented as though it were run by the Sheriff.

Request a Roseau County Booking Photo
Use the official Roseau County Public Information Request Form for a historical jail image. The form invokes Minnesota Statutes chapter 13 and lets a requester describe existing data, give approximate dates, choose inspection or copies, and state the desired format. A narrow request helps the custodian locate the right booking without confusing it with a later arrest or a DOC photograph.
- Give the full name and approximate Roseau County booking date. Add the booking number when known.
- Write: “Please provide the public booking photograph associated with this booking, if maintained and public.”
- Request the jail-register discharge entry separately if release date, method, or receiving agency also needs confirmation.
- Choose inspection or ask for an electronic copy. Request a cost estimate before approving a large response.
- Mail the form to County Coordinator's Office, 606 5th Avenue SW, Room 131, Roseau, MN 56751, or fax it to 218-463-3252.
- If the image is withheld, ask for the legal basis and whether the restriction is temporary.
The county form states a charge of 25 cents per standard paper page and points to its fee schedule for other media. Inspection is generally the lowest-cost route. The form also says some responses may take up to five business days based on the data type. That statement is not a fixed deadline for each photo request, and the county need not create a new image or report that it does not maintain.
A complete request can produce the release fields even if the photo needs separate review. Keeping those items distinct is useful when the active-investigation exception applies only to the image. Roseau Mugshots Versus DOC Photos
A Minnesota DOC image is not automatically the Roseau County booking photograph. DOC creates and maintains its own correctional record after a person is committed to the Commissioner of Corrections. The public record may display an identifying image while that person remains under DOC jurisdiction, whether incarcerated or released from prison into state supervision.
Use the Minnesota DOC Public Viewer only when a state commitment is plausible. Search by name or Minnesota correctional identifier, compare the displayed identity details, and read the status. A person who posted bond or completed a short Roseau County jail sentence does not gain a DOC image merely because the booking occurred in Minnesota.
After full DOC discharge, a public viewer result may no longer appear because the tool is limited to people under DOC jurisdiction. A DOC data request is then the proper state route. Roseau County cannot certify or correct a photograph maintained solely by DOC, just as DOC cannot certify the county's booking image. Cite it as a DOC record, not a county mugshot.
Roseau Mugshots in News Reports
A sheriff, prosecutor, Minnesota DOC, or news report may reproduce an agency-supplied image in a matter considered newsworthy. Such reports are selective. They do not form a full Roseau County archive and may describe allegations from the time of arrest rather than the final court result. Check the publication date, caption, named agency, and booking date before deciding that an image concerns the same event.
Commercial aggregation sites create a different risk. They may copy an image while it is public and retain it after the county list changes, the case develops, or an official source restricts access. Such sites should not be linked or endorsed. Their copies should not be used to verify release, current custody, identity, or case outcome. Return to the Sheriff's Office, court file, or DOC record that created the official data.
A source caption can be wrong or stale. Save the item only as a lead, then compare it with the booking number or date. If the official record conflicts, ask the publisher about its correction process and provide the updated government source.
Roseau Mugshots After Expungement
Expungement seals covered government records. It does not destroy every copy or guarantee that an image already republished elsewhere will vanish. The scope of the court order matters, and a sealed MCRO case does not by itself establish how a separate jail or DOC record must be handled. Ask the office holding the photo to review the order and explain its data classification.
Roseau County has local navigation resources. The Minnesota Attorney General's expungement resource map identifies Legal Services of Northwest Minnesota as the provider for Roseau County at 218-751-9201. The Roseau County courthouse also contains a law library. An older LawHelp listing describes a local self-help clinic with expungement forms, but its schedule was last updated in 2022 and should be confirmed before travel.
Minnesota court rules and executive-branch data law operate through separate channels. A person may need to provide the order to more than one agency. No current Minnesota law was found that creates a general commercial mugshot-removal system like those enacted in some other states. A past proposal should not be described as current law.
Note: Expungement may change access to covered records, but each Roseau County image source must apply the order within its lawful scope.
Correct Roseau County Mugshot Records
When the Sheriff's Office withholds a booking photo, ask for the statute or order supporting that decision. Section 13.82 permits temporary withholding if public access would adversely affect an active investigation. “Temporary” is important. A later request may be appropriate after the stated concern ends, though protected juvenile or sealed data can involve different rules.
For an incorrect caption, name, or booking match, request the source record first. Identify the exact field in dispute and provide a court order, corrected jail entry, or other official document. Send a DOC correction to DOC, a county booking issue to Roseau County, and a court issue to Court Administration. Each office controls only its own record.
Accuracy requires more than matching a face. Confirm the booking date, agency, case number, and disposition before associating a photo with a released person. The official record should lead, especially when another source lacks context or still shows an old allegation.
